Can You Hear Me Now?
On Thursday, September 17th, Governor Schwarzenegger publicly stated his support of the 2009 “Clear the Air” Act. If voted into law by the State Congress, “Clear the Air” (or CTA) would install mobile signal scramblers at all public schools by the end of 2010.
A mobile signal scrambler (or MSS) is a thirty-two foot tall steel construction similar to a radio tower, which effectively blocks (or scrambles) all data sent to or from any wireless device within 500 feet. Any calling, texting, or other external function of cell phones would be disabled while on school campus. Construction of the MSS would take place during regular school hours, and would take approximately 12 days to complete. The CTA Act will cost the state approximately 68 million dollars for the 2009-2010 fiscal year.
If successful, an MSS will be made available to smaller organizations, such as movie theatres, churches, restaurants, and libraries for a small fee. Emag-Tech, the company responsible for inventing the MSS, is researching a smaller device to be installed in automobiles, disabling all in-car cell phone use while the engine is running. Parents may also be interested in purchasing one for use at home, though commercial availability has not been fully discussed..
- What do you think of the “MSS”? Make a pro-con list.
