RP11-04A Rancho Pico Junior High School Hardscape and Fencing

NOTICE IS HEREBY GIVEN that the William S. Hart Union High School District of Los Angeles County, California, acting by and through its Governing Board, hereinafter referred to as the "Owner" will receive at the stated location, up to but not later than the stated time, sealed bids for the award of the following contract (the "Contract"), including all appurtenant work, for the named project as follows:

Rancho Pico Junior High School Hardscape and Fencing - Bid Package RP11-04A

This is an Owner managed project with a single-prime contractor.

Bids shall be presented on the bid form included in the bid package and delivered to:

The Owner will receive bids up to but no later than 5/11/2011, 2:00 PM. All bids shall be promptly opened in public at the address above. Each bid must conform and be responsive to the Contract Documents. No bid may be withdrawn for ninety (90) days.

Each proposal shall be in accordance with plans, specifications, and other Contract Documents prepared by Charles H. Strawter Design Inc.

Project Plans: Licensed Prime Contractors and Subcontractors may obtain plans from American Reprographics Company (formerly Reliable Graphics), 27891 Smyth Drive, Valencia, CA 91355, Phone: (661) 702-9684, Fax: (661) 702-9743 and email: [email protected] hereinafter referred to as "Printer". Plans should be available 4/27/2011. The first (2) two sets are free to A or B licensed contractors attending the job walk and licensed Subcontractors. Additional sets, all mailing, shipping, or plan pickup charges are at the expense of the Prime Contractor and Subcontractors. Plans may also be picked up from Printer's other branches with 24 hour advanced notification to Reliable Graphics in Valencia. Bid sets are available Monday through Friday, 8:00 am to 6:00 p.m. Partial Bid sets will not be issued. Bid sets are available to licensed Prime Contractors and Subcontractors only.

Subcontractors shall ONLY obtain construction sets from the successful bidder.

Contractor Licenses: Each bidder shall be a licensed contractor pursuant to the Business and Professions Code § 7059(b) and shall possess a current "A or B" contractor's license.

At the time this contract is awarded, each bidder and bidder's subcontractor shall possess a current contractor's license of the appropriate class pursuant to Public Contract Code §3300. The successful bidder and bidder's subcontractors must maintain the license throughout the duration of this contract.

Pre-Bid Conferences: Pre-bid conferences will be held on 5/4/2011, 9:00 AM, at Rancho Pico Junior High School. Attendance at the job walk is mandatory.

List of Subcontractors: Each bidder shall submit, on the form furnished with the Contract Documents, a list of subcontractors to be used on this Project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code Section 4100 et seq.

Bid Deposit/ Bid Bond: Each bidder must submit with each bid a cashier's check payable to the William S. Hart Union High School District or a bid bond in the form set forth in the Contract Documents in an amount not less than ten percent (10%) of the maximum amount of bid as a guarantee that the bidder will enter into the proposed contract if the Contract is awarded to such bidder. If the bidder fails to enter into said contract, such security will be forfeited.

Alternate Bid Items and Basis of Award: Section 1.13 of the General Conditions identifies any Alternate Bid Items for which pricing is to be provided as part of this bid. Additional Alternate Bid Items may be added through Addenda issued in the course of the bid process. Bidders shall set forth the proposed price for each Alternate Bid Item listed where specified on the bid form entitled "Prime Contractors Proposal". Failure to provide a proposed price or "no change" entry for any Alternate Bid Item listed will be interpreted as indicating "no addition or reduction in price" for that Alternate Bid Item. Failure of a bidder to confirm a "no addition or reduction in price" bid for such an Alternate Bid Item, upon request, will render a bid non-responsive.

Basis of Award: If a contract is awarded for the work identified in this solicitation, it will be awarded to the responsible bidder submitting the lowest responsive bid for the work, as determined on the following basis:

The basis of award, pursuant Chapter 1 of Part 3 of Division 2 of, the Public Contract Code, Sections 10126, 10780.5 and Article 1.3, Section 20103.8, is set forth in the General Conditions, subject to change by addendum, if any. The basis stated shall be the exclusive basis of award of the Contract.

Contract Changes: The Owner reserves the right to add to or deduct from the Contract any of the Alternate Bid Items listed, after the lowest responsible bidders have been determined.

Prevailing Wages: The Successful Bidder and each of its subcontractors of any tier must pay not less than the general prevailing rates of per-diem wages in the locality in which the Work is to be performed for each craft or type of worker needed to execute the Contract ("Prevailing Wages"). The Prevailing Wages applicable to the Project are on file and available for review at the Place for Submitting Bids, and a copy will be posted at the Project Site. The Compliance Monitoring Unit of the Department of Industrial Relations or a third party Labor Compliance Consultant will enforce the Prevailing Wages requirements.

Payment and Performance Bonds: Within ten (10) days prior to the execution of the Contract, the successful bidder will be required to post a payment bond and a performance bond in the form set forth in the Contract Documents. All bonds must be executed by an admitted surety licensed to do business in the State of California. The surety-underwriting limit must be equal to or greater than the amount of the bid.

Pursuant to California Public Contract Code Section 22300, the Contract will contain provisions permitting the successful bidder to substitute eligible securities for any monies withheld by the Owner to ensure performance under the Contract. Prime Contractor will bear all costs related to the substitution of securities.

Insurance: The awarded bidder will be required to provide the required insurance stated in the General Conditions with an insurer with an A. M. Best rating no less than an A-.

Owner's Rights: The Owner reserves the right to reject any and all bids, to make multiple or "split" awards (if applicable), and to waive any irregularities in any bid.

The bidders are strongly encouraged to use local subcontractors, suppliers and workforce whenever possible.
